I would be one of the first people to tell you that resolution is only one factor in image quality. However, this article over simplifies the issues to the point of inaccuracy.

It is quite possible to have too low a resolution, particularly for a print.

It's highly unlikely that the sole reason for the subjective higher quality of the 4MP image over the 13MP image in the article is because the 4MP image was lower resolution to begin with (both of them have been greatly reduced in resolution for the article).

There is no such thing as the same sensor with two different resolutions. If it is really the same sensor, then different resolutions can only be reached by processing the image. If the sensors have different resolutions, then they clearly aren't the same.

The article doesn't talk about lens quality at all, or why the sensor essentially out-resolving the lens basically caps the improvement in quality possible by means of increasing pixel resolution at some point. In the comments he basically says that the lenses on cell phone cameras are all bad, so it's a non-factor when talking about cell phone cameras, which isn't completely true either.
