This feature is very similar to the password manager that Firefox includes, except Chrome tucks it away on a page not visible in the settings.

It should offer a "master password" like Firefox, however the bigger issue is the passiveness of users saving passwords to their browser profile in the first place.

That issue increased when the profile is not protected through a layer of physical security but rather also stored in the cloud through Chrome Sign-in (or Firefox Sync).

Still this isn't a hack in any sense of the word, simply bad design.
