The #1 take-away is, "Adding staff to a late project makes it even later." And 81 developers is a lot of staff.

Sri Lanka? Seriously?

Yet another big win for outsourcing. Cheers all around.

Dino: You sure didn't understand the story of the LSE at all, did you?

First, they outsourced their platform to Accenture / Microsoft. Those two companies screwed up, and there was not much LSE could do about it. Then, they 'insourced' their platform, bought the Sri Lankan company, and now they _own_ their own platform, which they can change if they want. To me, that's insourcing, not outsourcing.

That depends entirely on where the jobs are located. If they're in Sri Lanka, it's outsourcing. If they're in Britian, it's insourcing. Outsourcing is all about where the jobs are, not who owns the company.

@jdixon :

YUP.

I know that some Indian consulting firms hire American programmers right here in the US of A.

I know some American companies hire programmers in China, India, just about anywhere they don't have to pay an honest dollar.

Maybe they should talk to those Indian consulting firms.

I almost surrendered to ya definitionists. However, Wikipedia clearly states:

"Outsourcing or sub-servicing often refers to the process of contracting to a third-party". First line!

So, if you're in London hiring Accenture / Microsoft it's outsourcing. When buying a company in Sri Lanka and moving work from Accenture / MS to your own department, it's insourcing.

The project appears to have "mission-critical" written all over it. You'd think they would want to keep it close.
