Hence the article I posted a few days ago about their investment in Mandriva and how they bought AltLinux to try to make a 'state-OS': They're in a transition period to open source and vendor-independence. The articles clearly show the Russians understand they're locked in and are dependent, and they want to get rid of it. However, they also understand their transition is going to take time, and 'steering-from-the-top' to migrate away from Windows is not going to work. So they're educating teachers to work with open source software, and hope the teachers spread OS on schools, instead of telling every school 'just to get rid of Windows'. The Russian teacher who pirated Microsoft software and ended up in jail is another example I believe, increasing the willingness of teachers to look at something else. In this transition period however, they need Microsoft. So sure, while in this transition period, they like to know what they're working with. |
