It says in the article

Out of curiosity, because with kids it's kind of tough to do gaming, why is there a difference between what can be done on Linux and Windows, as implied by the title.

With regards to the title, your remark is exactly why the title is like that. There is no difference between the capabilities of Windows and Linux, yet most Linux games look far crappier than most Windows games.

Most big-name developers though, build their games using loads of proprietary tech that only works on certain platforms. Unfortunate since those things cost them money, and free-er alternatives do exist to a lot of the stuff that also happen to be loads more cross-platform developable.
