It isn't enough for Microsoft to facilitate attacks against those yearning for freedom.

Now they're actively attacking freedom-carriers as well.

Is there no evil Microsoft won't perpetrate against FOSS? What are they trying to do, create a vacuum for CodePlex to fill?

Since Microsoft platforms use perl too, I doubt very much it's an intentional attack on Microsoft's part. Probably it's a misconfiguration on those machines, or they've been compromised.

Either of those would be bad enough for their reputation that there's no real need to assume maliciousness on their part.

But after (how many?) years of Steve "The Chair-launcher" Ballmer's calculating animus, I'm much more cynical about M$. I find that, on average, it saves time to assume malice when I find their involvement.

In general, yes. However, I can't see any reason they would go after cpan. It's not an obvious target.

I'm kind of with gus3 on this one. What better way to DDoS the entire internet? Start a mediocre, but hugely funded, "decision engine". Confine yourselves (at the start) to already semi-cracked volunteer organizations. Then, Profit!

They probably didn't. But MS bots ignoring robots.txt is a long standing problem and I'm sure is a conscious decision on Microsoft's part. For that reason I have banned MS robot IP address for years on my site.
