The latest dell re-master cd of Ubuntu is available at the dell linux support wiki and is based on 8.10: http://linux.dell.com/wiki/index.php/Ubuntu_8.10

earlier versions: 8.04: http://linux.dell.com/wiki/index.php/Ubuntu_8.04 7.10: http://linux.dell.com/wiki/index.php/Ubuntu_7.10

In versions 8.04 and previous dell released its own patches in a launchpad repository, they have changed and are including patches to support Dell hardware in the normal Ubuntu releases. They have an 8.10 launchpad repository that is empty.

I suppose they would use this if there was a critical piece of software needed for their hardware that would not be accepted into ubuntu regular.

I note there is a launchpad repository for Jaunty, although it is not yet released. I would guess that there would be a Dell restore DVD based on 9.04 Jaunty some time after 9.04 ships (Dell is not too quick with this)
