The Mandriva speed boot process doesn't seem to actually address boot speed, but instead performs som sleight of hand and brings up the desktop sooner, giving the impression of faster boot times.

Any linux can be boot to GUI optimized. With Gentoo it's not even that difficult, move xdm to boot instead of default, figure out what services and processes that you want that can be shifted off a little bit and then sleep them for a few seconds. Pretty soon you have found that you have shaved what looks to be a very significant percentage of time off you boot.
