Speaking as one who once wrote a tendering manual for government and quasi-government agencies, there is just as much "locking in" by principals as there is by contractors.

For a variety of reasons, and not just sloth, inertia and corruption, many who prepare tender documents write specifications that eliminate all prospective tenderers except those who "can do the job". This is the equivalent to HR personnel who write low-range IT job requirements for "10 years experience in each of the following seven programming languages" .

The solution, of course, is to write performance specifications instead of just copying the brochure from a particular manufacturer or supplier. But, hey, that requires principals to know and understand what they are doing and what they want.

It's just easier to specify "loaded with Vista". :-)
