I have not been able to find anything that makes customisation, other than the basic sort, such as replacing prebuilt desktop skins, and not that many either, easy. I can't even find a decent user friendly method for creating mouse pointers. So this isn't the sort of thing a new user can do easily, except the very basic sort of changes.
