Another broken-from-inception blacklist solution.

A simpler better solution is to only allow traffic from countries where law enforcement cares about computer crime (pretty much Western Europe, a few select Asian countries, Canada, and US)

Unblock countries when their law enforcement starts doing something and makes the news with crackdowns on "cybercriminals". Til that happens the bad will outweigh the good.

See, by the time someone makes a blacklist, the damage is done and they are on a new IP.

@rgviza: That doesn't work either. A majority of attacks are carried out through compromised Windows PCs, running in the countries you mentioned.
