I can see something like this supplementing or replacing the LSM. With the extensions, fields specific to repositories, dependencies and the like can be added easily enough, it seems to me on a quick browse. Having regexes to validate against helps (see http://www.padspec.org/spec.php).

The key-signing section (http://www.padspec.org/howto_padsign.php) is very Windows-centric, though; that whole area will probably need to be replaced with GPG tooling. How, I leave to folks who're educated on that aspect of things, because I'm not as yet.
