Is Microsoft just stupid, or are their PR people dishonest

I have read the Microsoft license and the Adobe license on their formats. If Microsoft thinks their format is open, as compared to Adobe, they don't know how to read. It is pretty obvious that they don't know how to write, or at least the writer of the Office XML format doesn't. If they want to make a reasonable license, I suspect they can. That makes me think they don't want the Office to be reasonable.

well. Reasonable in the sense that the came up with a reason? Or reasonable in the sense that it was within a norm?

The Lawers composing those licenses are paid a lot of money to understand what open software is and isn't, and, to make the documents say 'exactly' what MS wants them to say.
