Procurement by government agencies is very rigidly defined and regulated. Free software won't find its way in unless laws and administrative rules are changed to allow it, and even to require that it be considered. Merit alone won't do it, there must also be the usual gaggle of Byzantine purchasing requirements specified that cover free software. |
