It doesn't matter whether they release a hundred reports extolling OSS, the UK Government tells untruths. They are so far up the rear end of Microsoft with contracts and agreements that I doubt if any schools in the standard system will see any open source. For example: Microsoft have managed to get an agreement (or so I've been told by someone who works in IT for schools) whereby they can bill each school "per machine capable of running Windows". The machine doesn't even have to be running Windows, just capable of it. This removes ANY incentive for schools to change to OSS and also is an indication of the morality of Gates. Happy to steal from children. Souless heartless thief. (I'm not fooled by the occasional gift of cash to needy people - if it's not matched by upright, honest business practice it don't mean a thing). The IT contract for schools in the UK, by law, should be put out to tender but, oh surprise surprise it isn't. And some benighted fool of a minister releases some statement to the effect that "we have negotiated a contract with Microsoft that represents savings for schools" and that's the school system tied up (for another 9 years in the last agreement). In order to opt out of all this a school has to have independent status. Which isn't easy to achieve. I've posted about this before. I'm very very angry over the much of what happens in the UK but the deceitful, illegal, unchallenged way that Bill Gates goes about business makes me furious and has a direct impact on 10's of 1000's of children. And then the prime minister will make some dumbass statement about how the UK needs to become a "centre of IT excellence" (whatever the hell that's supposed to mean). The recent knighting of (the world' biggest conman) Gates should tell you all you need to know.
