It's a bit over the top, but I think they need to do it

The poorer countries simply can't afford to burn the money they now send overseas for software, and can't afford the rigmarole entailed by trying for compliance with the assorted international copyright and patent agreements.

At least if it's local incompetents working with the software rather than imported incompetents, the money stays in the country - but the release, at least, seems to have been very thoughtfully written, which speaks to sensible people being in charge of the effort rather than pork-barrellers.

Even more so, they can't afford to miss yet another opportunity to build and employ local talent, and they can't afford to let someone else control their IT background.

Australia should learn from this - not that I want FOSS-only laws here, but it might stop a number of blatherers objecting to laws which level the playing fields a little.
