I work for a public company on a government contract, DoD specifically. There is a reason that software is not shared amoungst agencies and completely asinine decisions are made. Most of the people running these projects have absolutely no clue how to manage software development! I just want to scream sometimes because I am faced with so much chaos and bad practices.

While I hope that core.gov brings some changes, I follow the opinion of Ted Neward in that the managers have to be better educated as to what they are supposed to do. Most of these project managers only focus on completing the feature requests, ignoring completely concepts like testing, scalability, DRY, security, and any of the other crucial problems that live beneath the surface.

In my opinion: software development in government === a joke

You're absolutely spot on. Journalists have to use a lighter touch.
