Free webservice lets user compare office applications

The Dutch government program "Netherlands in Open Connection" and
OpenDoc Society have announced they are collaborating on an online
document factory to compare office suite applications. The free
webservice Officeshots.org should be available by the end of February
2009. Users will be able to online compare the output quality of a large
number of office suites as well as web-based productivity applications.
The collaboration was announced during a well visited ODF conference in
Maarssen, The Netherlands. The project is financially supported by a
grant from the Netherlands based not-for-profit investor NLNet Foundation.

"Thanks to the adoption of open standards like the Open Document Format,
the number of productivity applications is increasing rapidly. In a
mature market a user should be able to compare the various suppliers
transparently." says Bert Bakker, president of the OpenDoc Society.
"Officeshots.org will ensure that you do not need to blindly trust a
supplier when he claims to support a certain document format. Seeing is
believing."

"We want to make the differences between the various applications
visible and measurable, which will stimulate suppliers to make quality
improvements" said Ineke Schop, program manager at Netherlands in Open
Connection."Because a user can simply upload a document and see the
output of the various applications they get a powerful tool to make
quality differences measurable. The service also helps designers to
compare the rendering of document templates and letterheads in different
office suites. "This helps governments choose the right application and
supports the ambitions of the Dutch cabinet to standardise on ODF and
PDF for document exchange."

Under the "Netherlands in Open Connection" action plan, the Dutch
administration accepts and uses the Open Document Format as of April
last year. Other government bodies in the Netherlands do so since
January 2009. The program is a joint initiative of the Dutch government,
led by the minister for Foreign Trade Heemskerk and the State Secretary
for the Interior and Kingdom Relations Bijleveld-Schouten.

The tool will be multilingual from the start. The web service will
launch as a closed beta for members of the OpenDoc Society at the end of
February, followed by a public launch planned one month later.

Het overheidsprogramma Nederland Open in Verbinding en vereniging
OpenDoc Society werken samen aan een online documentfabriek om
office-toepassingen te kunnen vergelijken. De gratis webdienst
Officeshots.org zal eind volgende maand in de lucht zijn. Gebruikers
kunnen dan online de kwaliteit van de output van zowel officepakketten
als web-gebaseerde office-toepassingen vergelijken. De samenwerking werd
aangekondigd tijdens een drukbezocht ODF-congres in Maarssen. Het
project wordt financieel gesteund door een eenmalige subsidie van de
Nederlandse charitatieve investeerder NLnet.

"Dankzij de overgang op open standaarden neemt het aanbod aan
officetoepassingen in de markt snel toe. Bij een volwassen markt hoort
dat gebruikers de verschillende leveranciers onderling transparant
kunnen vergelijken, en daarop kunnen aanspreken" aldus Bert Bakker,
voorzitter van OpenDoc Society. "Officeshots.org zorgt er straks voor
dat je niet een leverancier op zijn blauwe ogen hoeft te geloven als
hij claimt dat hij een bepaald bestandsformaat ondersteunt. Zien is
geloven."

"We willen we de onderlinge verschillen tussen toepassingen zichtbaar
en merkbaar maken, wat hun leveranciers stimuleert tot
kwaliteitsverbetering", zo vertelt Ineke Schop, programmamanager bij
Nederland Open in Verbinding. Doordat gebruikers zelf documenten
uploaden en vervolgens kunnen zien wat de verschillende producten aan
output opleveren, krijgt de gebruiker een krachtig tool om
kwaliteitsverschillen meetbaar maken. Ook helpt de voorziening
ontwikkelaars om het resultaat van huisstijlen en sjablonen in
verschillende office-pakketten te vergelijken. "Dat helpt overheden om
een onderlegde keuze te maken welk product ze kiezen en om te voldoen
aan de ambities van het kabinet om ODF en PDF de standaarden binnen de
Nederlandse overheid te maken voor het uitwisselen van documenten."

In het kader van het actieplan 'Nederland Open in Verbinding'
beschikken rijksoverheden per april van vorig jaar over het gebruik van
Open Document Format, andere overheden kennen die mogelijkheid sinds 1
januari 2009. Het actieplan is een gezamenlijk initiatief van
staatssecretarissen Heemskerk (EZ) en Bijleveld (BZK). Ook
internationaal is er inmiddels al de nodige belangstelling voor de
tool, die daarom al bij de lancering meertalig zal zijn. Sinds november
heeft het College Standaardisatie in het kader van dit actieplan ook
PDF/A-1 toegevoegd aan de lijst met open standaarden waarvoor 'comply
or explain' geldt. De dienst gaat eind februari in beta voor leden van
vereniging OpenDoc Society, een maand later kunnen ook anderen gebruik
gaan maken van de dienst.
